Municipality and sound management audit® – A glimpse at their history

Back in 1999, the town of Iberville (before the merging) was the first municipality to have accepted a Sound Management Audit® and to have received a certificate of conformity with the GASMP (generally accepted sound management principles). The honorary certificate was awarded by the OAAQ in the presence of  Mrs Minister Louise Harel. Ever since, there hasn’t been another municipality to dare try this experience. Which will be the second municipality aiming at this title?

Around the 90’s, the Sound Management model had made several important breakthroughs. After the Enron scandal was revealed, all managers tried to discover a new pill called, all of a sudden, Governance Rules. Apparently, considered by the high executive a more successful term than management, governance started to gain status.

Governance and Management are nevertheless synonyms. The upholders of Governance have, however, forgotten to use a qualifier. The true question is the following: Sound Governance or Sound Management? The use of the term “Sound” entitles us to expect a little bit more than just some insipid and inapplicable rules.

Note for the sceptics: the Sound Management model is the only approach allowing a true Audit based on 41 check points, without being an accounting verification.
