Saint-Hippolyte : the city hall has a big interest in the Sound management model

The ISM’s mission is to promote and to encourage managers as well as public and private organizations in their effort to guide their management towards a Sound Management in conformity with our definition. Standing against the current – scandals, irregularities and other gaffes of the public administration, there is the Municipality of Saint-Hippolyte from the Lower Laurentians. A breeze of hope and fresh air blows over this region. The new mayor, Mr Laroche confirmed to us his determination and interest for a Sound Management. We have to encourage him in his initiative.

Hardly had the new team embarked on the municipal administration when they have already showed early signs of Sound Management. And this isn’t due to the fact that they have just announced freezing the tax rates for the next year! According to the mayor, using efficiently the public funds, preventing or even dealing with existing conflicts of interest by implementing ethical rules are not just beautiful, meaningless speeches.

In fact, what the new city hall suggests is similar to the Sound Management Framework, which is an administrative framework within which the OAAQ’s Sound Management principles will be applied for each managerial act.

According to Mr Laroche, the Abnegation (prevention) and the Transparency (disclosure) principles will be applied to the existing regulations regarding the elected representatives and the public servants. Moreover, at the municipal level, explaining the challenges to the citizens and understanding the reasoning of the decisions will be of primary importance and will convince people to support the team goals.

As for ensuring the Continuity, the city hall will be concerned with the long-term objectives and the fate of future generations. On one hand, one of their main concerns will be to bequeath a healthy life in a healthy environment, and on the other hand to materialize their vision while keeping in mind the possible impacts. The principle of Balance in municipal management is related to the public servants’ behaviour and attitude. Ensuring conciliatory and harmonious objectives is part of the team’s speech. Mr Laroche is personally committed to it.

Ensuring the Efficiency at the municipal level is a commitment made by the public service and especially by the Public Works. Managers will receive directives promoting not only to follow the budget but also to systematically save resources while ensuring optimal results.

Concerning the citizens of the municipality, the principle of Fairness is directly related to the natural justice and to the feeling of having been treated with integrity. The municipal governance is at the disposal of its citizens and principals.

We wish the new mayor to materialize his concepts due to the Sound Management Framework which includes all these values. You mustn’t forget that in Sound Management a principle shouldn’t be applied to the disadvantage of the others. This paradox, that all managers must face, can be solved due to the Sound Management integrating model.

Bravo au maire! Pourquoi attendre un autre scandale pour réagir? On ne peut pas compter sur notre gouvernement actuel pour imposer un cadre de saine gestion aux municipalités! Que tous les maires prennent exemple sur lui et sur la municipalité de Saint-Hippolyte!

Moi je vis dans les Laurentides (pas à St-Hipolite) et je suis d’accord avec ce que vous dites. Ça prend une saine gestion municipale. Les maires des Laurentides devraient se réunir et suivre un cours dans votre institut! Comme ça, les magnifiques Laurentides donneraient l’exemple au Québec!

Bon, voilà enfin un dirigeant honnête! Ça nous en prend plus comme lui. Est-ce que le Maire Lebeaume ne pourrait pas contacter le maire de cette municipalité et en tirer quelques leçons???
